Son of William Lloyd of Hartlebury, Worcestershire, clergyman. BA Christ Church, Oxford 1729, MA 1732; no further details of his career have been traced.

Fulford used an engraved armorial bookplate, dated 1730, made when he was at Christ Church (Franks 18479); the extent and disposition of his library are not known.
