Son of [[family::William Payne]] of [[location::Hutton, Essex]]. BA [[education::Magdalene College, Cambridge]] 1669, [[occupation::fellow]] 1671, MA 1672, DD 1689. [[occupation::rector|Rector]] of [[location::Wormshill, Kent]] 1673, of St Mary, [[location::Whitechapel]] 1681, [[occupation::prebendary]] of [[organisations::Westminster Abbey|Westminster]] 1694. [[occupation::fellow|Fellow]] of the [[organisations::Royal Society]], 1681. He published numerous doctrinal and devotional works.

Payne's library was [[auction::auctioned]] in [[location of auction::London]], [[date of auction::24.2.1698]], [[date of auction::21.2.1699]] (not, apparently, his entire library; at least one further part may be lost).
